The Norpaul yard is operated by the Indiana Harbor Belt Railroad, and its recorded coordinate lies 1.05 miles from the Melrose Park centroid, inside the place radius. That is the ordinary reading. The less ordinary one is where the coordinate actually falls: inside Franklin Park village, which holds a city page of its own.

So the row is attached to one village while sitting in another, and both of them are real places with real pages. It is not a fallback and not an error we can correct — the attachment rule put it here, the geometry puts it next door, and a driver standing at the yard is in a different municipality from the one this record is filed under.

That overlap is not a quirk of this one row; it is what the whole area looks like. For a truck that means very short legs between very heavy jobs, and a working day spent mostly on local roads under load.
