The installation attached to this place is the Radford Army Ammunition Plant, and it is not an ordinary depot. It manufactures propellants and explosives for field artillery, air defence, tank, missile, aircraft and naval weapons systems, and the record we hold describes it as the only active military propellant manufacturing centre in the country. It sits under Joint Munitions Command.

That is a sourced description rather than a boast, and it is the reason this rural county carries the traffic it does. A single point of manufacture for an entire national supply has to be fed and cleared continuously — raw chemicals in, finished product out, and a constant flow of ordinary construction and maintenance work around a site that cannot stop.

What that means for the trucks here is steadiness rather than volume. The work is contract work, it runs to schedules set a long way above the driver, and it does not follow the building cycle the way most rural haulage does.

And that is most of what the record will support

Code § 46.2-1122 puts a single axle at 20,000 lb and gross at 80,000 lb, § 46.2-1127 puts a tandem at 34,000 lb, and Virginia’s interstate limits are identical to its highway limits, so there is no interstate inversion here. Section 46.2-1126 sets gross by the distance between first and last axle, rounding any fraction of a foot up.

On a dense load the tandem is the limb that binds, and the body is short of full when the axles are done. On a light bulky one the gross never comes into it at all.

Virginia’s commodity permit at § 46.2-1143 reaches 110,000 lb on six axles for gravel, sand, asphalt and crushed stone — within fifty miles, never on an interstate, and only in counties levying a severance tax. There is no statutory list of which counties those are and whether Montgomery County levies one was not established. We are not closing it by assuming.

Beyond weight, the base is smaller than the percentage suggests

Beyond weight the rule is one sentence: we need a title, unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route. Neither one stops a sale.

The Virginia particular worth knowing is the base its branding test measures against. Under § 46.2-1600 a late model vehicle is salvage where estimated repair would exceed its actual cash value less its current salvage value. Every other state on file compares against the whole pre-damage figure.

A smaller base makes the test easier to trip rather than harder, which is the opposite of what comparing raw percentages would suggest. Virginia also excludes the cost of repairing the engine, transmission or drive axle from its rebuilt test — on a work truck, often exactly where the largest repairs are.
