A lime plant that two records cannot agree on the name of
The site attached to this place is a lime plant, and which company you think runs it depends on which file you open. The node layer says Global Stone Chemstone Inc. The state’s own permit file carries O-N Minerals (Chemstone) Company, mine name Winchester Plant, permit 13868AD, at 1696 Oranda Road in Strasburg.
Those are not obviously the same entity and we are not going to assert that they are. Operator names change on acquisition and the two registers were not read on the same day. What is safe to say is that a lime operation works here and that its permit record sits under a name the node layer does not use.
There is a second operation nearby that returns no permit record at all. No record is not the same fact as no operation — a plant can be outside the permitting regime, filed under a name we did not match, or simply not in the extract we read. We record the absence and claim nothing from it.
We are spelling this out because the alternative is a page that states a company name with more confidence than the evidence carries, and then a seller who works there wonders what else on it is guessed.
Which matters less than where it sits, which is on the interstate
Those naming questions do not reach a truck. The geography does. This place is 6.5 miles from Winchester, and the corridor it sits on runs the length of the valley — Interstate 81, with everything in this group within a few miles of it.
For scale on the same corridor: Clary is 11.6 miles from Front Royal and Columbia Furnace 23.1 miles. These are short hops between towns strung along one road, not a scattered rural network.
That shapes the trucks. A plant sitting a few miles off a north–south interstate runs a mix of long outbound and short local, so the fleet round here is genuinely mixed — road tractors that see six states and tandems that never leave the county, often for the same owner.
It also means collection here is easy in every direction, which is worth saying because most of the reasons people hesitate to call are about logistics rather than about the truck.

Both of those runs sit under the same statute. Va. Code § 46.2-1122 and § 46.2-1127 put a single axle at 20,000 lb, a tandem at 34,000 lb and gross at 80,000 lb, and this state’s interstate limits are identical to its highway limits — so a load that is legal on the valley road is legal on the interstate beside it, which is not true everywhere.
Section 46.2-1126 sets gross by the distance between the first and last axle rather than by one number, and rounds any fraction of a foot up. On lime and stone the axles are done while the body still looks like it has room, which is the single most misread thing about loading a dense commodity.
The commodity permit at § 46.2-1143 reaches 110,000 lb on six axles for gravel, sand, asphalt and crushed stone within fifty miles and never on an interstate. It exists only in counties levying a coal or gas severance tax, § 58.1-3712 makes that permissive, and there is no statutory list. Whether Frederick County levies one was not established.

Beyond weight, the drivetrain comes out of the calculation
Beyond the load rules we need a title, unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route. Neither stops a sale.
The particular worth knowing here is what the rebuilt test leaves out. Under Va. Code § 46.2-1600 a late model vehicle repaired above seventy-five per cent of actual cash value is rebuilt — excluding the cost to repair damage to the engine, transmission or drive axle assembly. On a heavy truck those are the three most expensive things on it.
So a truck with a wrecked driveline and a sound cab can carry a repair bill far above that threshold and still not meet the test. It cuts in the seller’s favour on exactly the damage a work truck actually suffers, which is the opposite of how branding rules usually land.
