Three crushed-granite quarries are registered to this city and none of them is small. The 3M Company plant carries 125 people on its federal mine registration, Granite Mountain Quarry #2 sixty-three under McGeorge Contracting, and Arkansas Aggregates fifteen under QJV. Their coordinates fall 4.30, 6.07 and 4.14 miles from the middle of town.

Two more rows are sand rather than stone. Jeffrey Sand Company works two river dredges, the David H and the Cora J, and Asphalt Products runs a sandstone quarry of nineteen. The granite operations on their own hold the largest concentration of quarry employment recorded anywhere in this state.

So a lot of loaded weight leaves a lot of gates here. What decides how much of it can move is not the quarry.

Those gates all feed one network, and it is a dense one. Within ten miles of the 3M plant the federal bridge inventory records 492 structures — the fourth densest measured across seventeen states — with 480 around Arkansas Aggregates, 471 around Granite Mountain Quarry #2 and 448 around Granite Mountain Quarry #1. Between 1.7% and 2.3% of each network is coded below legal loads.

Four of the five come back with the same commercial floor of 11.8 metric tonnes, which is eight hundred kilograms over the eleven-tonne tare of an empty tandem dump. Three of those four bind on a single city-maintained crossing on Hilaro Springs Road. Granite Mountain Quarry #2 is the exception at 14.5 tonnes, and the crossing that decides it is South Brown Street — a city street as well.

Pulaski County posts six of the 116 bridges it maintains, 5.2%, so the county tier is very nearly absent from the answer. That is the reverse of the usual pattern. In most places a county road is what stops a loaded truck; here it is a city block.

That is the road. The statute is the other half of it, and for a tandem dump it is blunter than most people expect.

Ark. Code § 27-35-203 sets twenty thousand pounds on a single axle and thirty-four thousand on two or more consecutive axles whose centres fall more than forty and not more than ninety-six inches apart. Where a vehicle takes that section’s axle variance, one with only three axles may not exceed seventy thousand pounds gross and one with four or more may not exceed eighty thousand. A three-axle truck is capped ten thousand pounds under a four-axle one — 31.75 metric tonnes against 36.3.

A second limb catches older trucks. Where the vehicle has no plate attached by the manufacturer giving its axle and gross ratings, the maximum allowed on the front or steering axle is twelve thousand pounds. A missing plate is ordinary on a truck of the age this trade turns over, and it converts a rating question into a statutory one.

Beyond the weight rules, the paperwork is that one sentence.

Everything after it is a fix rather than a category. A lost title has a counter replacement; where none exists there is a bonded route. Neither of them stops a sale.

The state brands a vehicle salvage where it is water-damaged as the rule defines that, or where other damage reaches seventy per cent of average retail value in a pricing guide the Commissioner has approved. Two things there are unusual: water damage is a limb of its own and need not reach any percentage at all, and the valuation base is a guide the state approves rather than one the parties choose. A branded title reads salvage, and on repair the brand becomes rebuilt, printed in the remarks on the face of the title.

The exclusion is the part that decides most of this trade. The rule does not apply to vehicles more than seven model years old before the year of the occurrence that caused the damage. Most of what we buy is well past that, so for a typical used truck the branding rule does not reach it at all, whatever the damage came to.

• Do you actually come out, or is this all remote?All four happen here. We come to you and drive it away, we come to you and tow it, we buy it remotely and arrange the tow, or you drive it to us. In a metro this size the first two are ordinary — but the remote purchase is real and nobody has to be present for it, anywhere in Pulaski County or out past the Union Pacific yards.
• Does it have to run?No. It does have to be complete — if the engine, transmission, doors, rear ends, drive shafts, wheels or anything under the hood have been removed, we can’t buy it. Rust is not a disqualifier.
• The engine is out of it. Is that different?Yes, and that is the line. A tired engine is fine; an engine that has been pulled out and sold means we can’t buy the truck.
• What about the title?We need one unless the truck is old enough that it never had one. Lost titles have a counter replacement; where none exists there’s a bonded route. A lienholder means a payoff and a release, and that is the slow part.
• It spent its life on quarry haul roads. Does that count against it?No. Short repeated hauls on rough ground write themselves into the frame, the suspension and the tyres rather than the odometer, and we read a truck from these gates expecting exactly that. Tell us the hours if the meter has them.

Those answers matter more than the geology does, because the reasons behind the call are ordinary. Retiring. A medical that didn’t go the way it used to. A company changing hands, or shedding a truck it no longer runs. A truck parked behind a shop since somebody stopped driving it, costing insurance every month it doesn’t turn a wheel.

Around Pulaski County and the yards along the Union Pacific main there is usually one standing.

Most of those aren’t happy reasons, and we don’t treat them like they are. Somebody wants a straight answer and the truck gone by the end of the week. That’s what we’re here for.
