A state forest road is the binding crossing at two quarries in two counties
The aggregate operation filed under Lake Wales employs four people, and within ten miles of it exactly one structure is coded below legal loads. That one is a state forest road — maintenance code 11, a state park, forest or reservation agency — rated 17.5 metric tonnes, admitting about 6.5 tonnes of stone.
It is also the binding crossing for a second quarry in a different county. One forest road, two pits, two counties, one number that decides both.

So the second thing on the record here is the filing, and it is the largest gap of its kind in this batch. The city field says Lake Wales, in Polk County. The county field and the coordinate both say Hernando.
That is 51.86 miles between the paperwork and the pit, and it is the office-address pattern — the fourth instance in three batches. The county and the coordinate agree with each other, so it is the city field that is out on its own.
We give the distance rather than resolve it. Writing about a quarry at Lake Wales would put a working pit fifty miles from where it actually is, and a seller reading it would be planning around the wrong roads entirely.
Which is why the crossing matters more than the county does
Which is the practical lesson from putting those two facts side by side. A county-level figure would tell you about Polk County, and the pit is not in Polk County.
The crossing is. It is 7.07 miles from the gate, it takes about 6.5 tonnes of stone over an empty tandem’s tare, and a loaded truck goes over it part loaded or takes the long way. That is a fact about the route rather than about any administrative boundary, and it survives the paperwork being wrong.
Statewide only 4.4% of structures are coded below legal loads, so meeting one at all is the exception. Meeting the same one from two counties is rarer still.

That crossing sits under a limit written into the vehicle rather than the road.
A single-unit vehicle used as a dump truck, a concrete mixer, a waste collection vehicle or a fuel tanker may not exceed 70,000 lb gross, against 80,000 lb for a combination including all enforcement tolerances. The divisible-load permit that adds ten per cent off the interstate system does not reach those vehicles at all.

We need a title — unless the truck never had one
Those numbers stop mattering the day the truck changes hands, and the paperwork is what is left.
A lost title has a counter replacement. Where none exists there is a bonded route. Neither is unusual and neither stops a sale.
The plate is the Florida detail people miss: it stays in the owner’s name and comes off the truck, to be moved to another vehicle of the same class or surrendered to the county tax collector.
