Cape Girardeau County

Ask about the operator, not the pit

The Base Rock Fruitland operation records 11 employees, 1.41 miles from the middle of Pocahontas. The more useful fact about it is not the pit but the name on it.

Base Rock Minerals runs three sites in this part of the state on the Mine Safety and Health Administration’s list — two in Cape Girardeau County, at Burfordville and here, and one at Bonne Terre in St. Francois County, about sixty miles away. A fourth related name holds a sand and gravel operation at Ste Genevieve. Four sites, three counties, one operator.

That is a regional operator rather than a national producer or a single-site company, and the three behave differently. A national producer specifies to a fleet standard and replaces on a cycle. A single-site company buys secondhand and works one duty for years. A regional operator moves machines between its own sites as the work moves.

So a machine off this operation may have worked more than one of those counties, and the operator rather than the pit is the thing worth asking about. It changes what the hours mean.

So the local road figures, and one warning about reading them

That spread of sites also means the roads around any one of them describe only part of the story. Within ten miles of this quarry the National Bridge Inventory counts 201 structures. Twenty-four carry a posting and sixteen are coded below legal loads, with the nearest 3.12 miles out.

Across Cape Girardeau County 13 of 153 county-maintained structures fail the load test, which is comfortably under the Missouri county-maintained rate. This is not restricted country.

The warning is about the other column. Missouri’s posting field overstates load restriction, and it does not overstate it evenly. Around the Jefferson County sites the posted group within ten miles has a median operating rating around fifty metric tonnes and only about a fifth of it also fails the load test; here in Cape Girardeau County, and in St. Francois, the same group runs between about nineteen and twenty-five tonnes and three quarters to all of it fails. The gap is concentrated in the St Louis metropolitan counties rather than spread across the state, so a single statewide correction would be wrong in both directions. We report the load test for each site and apply no factor.

The practical numbers here: the lowest operating rating among the restricted crossings is 10.8 metric tonnes, just under the 11.0-tonne tare of an empty tandem dump, and the lowest that admits a commercial vehicle is 13.5 tonnes, about 14.9 US tons — roughly 2.5 tonnes of stone over the tare, against the twenty-five a legal 80,000 lb truck carries.

  • Are the posted bridges round here a real limit?Mostly they are not. The posting column overstates restriction across Missouri, though less here than in the St Louis counties. We read the separate load-test column instead, and by that measure this county is light.
