A rail head four miles off
The Gettysburg Quarry sits about 10.2 miles west, with the Charmian operation down on the Maryland line and the Gettysburg yard about 11.4 miles west on the North American Rail Network maintained by the Federal Railroad Administration and the Bureau of Transportation Statistics.
So the freight has two outlets rather than one. The Hanover yard sits about 4.3 miles south-east, and beyond it the Thomasville Mine about 10.7 miles north-east puts the next quarry a short run up the same corridor.
The exemption that decides whether a lane costs anything
That bond does not bite on every load, and the rule that decides it is narrow. Under 67 Pa. Code § 189.3, Over-posted-weight local traffic may exceed a posted limit unless the posting authority determines the vehicles are likely to damage the highway.
The proof is documentary: a bill of lading, shipping order or similar document showing a destination on the posted highway, or a certification on company letterhead describing the local-traffic nature of the work. No mileage threshold and no use categories appear.
So the security and the maintenance agreement attach to through hauls rather than to deliveries, and a plant serving addresses on its own posted lanes may never trigger them. One limit is worth stating rather than glossing: the exemption is subject to the authority’s own determination.
