A thirty-man diabase quarry, three miles out, supplying the suburbs

The working site here lies 3.12 miles from the Census centroid of the place the node list names, and MSHA records 30 employees at it. That is a substantial operation by the standards of this state, where a great many rows carry single figures.

It joins VDOT’s Materials Approved List as a Luck Stone source, quarry code 05_9003_Q, coarse aggregate approved 2019 and fine aggregate approved 2019, geology recorded as diabase. The join was made because operator and town both agree with the register — the list carries no coordinates, so a distance test is unavailable, and a town-only match would assert an approval for whoever happens to share the town.

The rock is the Triassic intrusion of the Culpeper basin, and the register separates products the node list does not. The same company’s Culpeper Plant, twenty miles away, is recorded as siltstone rather than diabase. One operator, two rock types, overlapping markets — which is a specification question a buyer can ask and a page cannot infer.

And it sits in one of the least restricted networks anywhere — but not a record

That quarry is one of four in this county feeding the Washington suburbs, and the road network round them is unusually open. Within ten miles of this node the bridge file records 414 structures. Eight are coded posted for load on item 41 and four are coded below legal loads on item 70 — four restricted crossings, which works out at about 1.0%.

All four county nodes land in the same band, between 0.8% and 1.3%. That is low and we are not going to call it a record, because it isn’t. Ranking the 784 researched nodes across the eight states whose bridge files this work holds, four carry clean zeros, and the lowest non-zero rates are Riverside Drive Quarry in Knox County, Tennessee at 0.46%, Franklin Limestone Road Quarry in Davidson County at 0.54% and Columbus Plant in Franklin County, Ohio at 0.68%. Thirty-seven nodes run under 1.5%.

What the group does show is a pattern that holds across state lines: the least restricted networks measured in this work all sit inside large metropolitan areas, in five different states. Metropolitan roads carry metropolitan maintenance.

The caps do not follow the counts, though. The nearest restricted crossing is 3.64 miles out, and the lowest crossing at or above an empty tandem’s tare is 18.1 tonnes, about 20.0 US tons — admitting roughly 7.1 tonnes of stone against the twenty-five a legal 80,000 lb truck carries. So a restriction here is rare and, where it exists, hard. On the day it comes up the answer is a different road rather than a lighter load.

Those caps sit under a statute that measures the truck, not the load

Whichever road it takes, the limits are the state’s. Va. Code § 46.2-1122 and § 46.2-1127 put a single axle at 20,000 lb, a tandem at 34,000 lb and gross at 80,000 lb, with interstate limits identical to the highway ones. Section 46.2-1126 then sets gross by the distance between first and last axle, rounding any fraction of a foot up.

Diabase is dense. The axles are finished while the body still looks like it has room, and the spacing table is least generous precisely where a dense load concentrates its weight.

The commodity permit at § 46.2-1143 would reach 110,000 lb on six axles for crushed stone within fifty miles, never on an interstate — but only in counties levying a coal or gas severance tax. Section 58.1-3712 makes that permissive, there is no statutory list, and those taxes sit in the southwest coalfield in practice. Whether Loudoun County levies one was not established, and this is not coalfield country.

One thing here is different: this county IS in the emissions programme

Those weight rules are the same everywhere in the state. This next one is not, and this is one of the few places in it where the geography does not do the work for you.

The emissions inspection programme covers ten jurisdictions and no others: Arlington, Fairfax, Loudoun, Prince William and Stafford counties, and the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. This county is on that list. Almost everywhere else we write about, the answer is simply “you are outside the programme”.

Here the answer is a weight instead. Inside those ten it reaches petrol vehicles under 10,000 lb and diesel vehicles of model year 1997 and newer under 8,500 lb. A diesel dump truck clears that comfortably, so it is outside the programme on weight rather than on geography.

The practical upshot is the same, and it is worth stating plainly: your work truck is not in it. But the reason is different here, and if you also run a light diesel van it is worth checking rather than assuming.
