The national freight list attaches exactly two rows to this place. One is a marine terminal; the other is a rail yard. Both of them are in Newport News, across the James River, and both of them carry Newport News in their own names. The terminal’s coordinate is 1.37 miles from the middle of Newport News and 7.82 miles from Carrollton. The rail yard sits 6.33 miles from here, inside the Newport News city limits.

So the honest count of industrial freight facilities recorded at Carrollton is none. That is not a comment on the place. It is a comment on a resolver that put two Newport News facilities on the wrong side of a river, twice, through the same shared step — and we are not going to describe a port economy on your doorstep that the data does not support.

The check that should have caught it had the right answer already

What makes those two rows instructive rather than merely wrong is how thoroughly the evidence pointed the other way and nothing acted on it.

The terminal’s own county field says Newport News, so the county cross-check had the correct answer sitting in it and never fired — the check compares the row’s county against the coordinate’s county, and both said the same thing while the city was the wrong field. A separate terminal layer places the same facility correctly in Newport News. The rail row’s own name, its containing place and its city page all agree against its filing.

The resolver was labelled as picking the nearest centroid and did not: 1.37 miles was available and it chose 7.82, across a river and into a different county. Two layers, two rows, the same eponym, the same wrong city, both at about six miles — one shared step failing twice.

That absence has a second consequence, and it is the reason this page carries fewer numbers than most of ours.

Code § 46.2-1122 puts a single axle at 20,000 lb and gross at 80,000 lb, and § 46.2-1127 puts a tandem at 34,000 lb. Virginia’s interstate limits are the same as its highway limits, so there is no step down when you get on the big road — which is not true in every state and is a genuine convenience near a crossing.

Section 46.2-1126 then sets gross by the distance between the first and last axle rather than by one headline number, rounding any fraction of a foot up to the next whole foot, and it takes six axles across fifty-one feet to reach the full 80,000. On a two-axle box truck, a service body or a farm truck none of that binds.

There is a five per cent commodity permit at § 46.2-1129, capped at 84,000 lb, for Virginia-grown farm or forest products moved from where they were produced to where they are first processed. On this side of the river that one is not academic: if your truck ran under it, it has a document behind it that is part of its history.

We need a title — unless it never had one

That is the whole rule, and everything past it is a fix rather than a category.

A lost title has a counter replacement: you apply and another one is issued. Where no title exists at all there is a bonded route. And the clause people skip is the first one — a truck old enough never to have been titled is not a problem to be solved, it is the ordinary case for equipment of that age.

For equipment old enough to predate titling, that clause does more work than all the branding rules put together, and it is the one people have most often been told wrong. If a truck has been sitting because somebody assumed the paperwork was hopeless, that is the first thing to tell us rather than the last.
