A mineral row whose freight leaves on pallets, not in a hopper

The site attached to this place is filed as a mineral operation, which sets an expectation this one does not meet. The state permit file gives Nestle Purina Petcare, mine name King William Plant, permit 90321AB, five miles north of West Point on Route 30, at 131 Tidy Cat Road.

The address is the giveaway and the freight follows from it. What leaves here is packaged consumer goods on pallets, bound for distribution centres and supermarkets. It is not bulk mineral moving to an industrial customer.

That distinction matters more than it sounds, because it decides what kind of truck works here. Bulk mineral means tippers, hoppers and short heavy runs to axle limits. Palletised goods to distribution centres means dry vans, curtainsiders and straight trucks running to a schedule, loaded by forklift at a dock rather than under a chute.

There is a second operation in the group: Bennett Mineral Co., Inc., permit 12535AA, working fullers earth in the neighbouring county. That one is bulk mineral in the ordinary sense. Two rows a few miles apart, two entirely different truck jobs, and a page that read the commodity field alone would have called them the same.

And the distances say who the customers are

Those two operations sit at different removes from the same market. This place is 21.4 miles from Richmond and the fullers-earth works 27.8 miles.

Both are inside a normal day’s local running of a city of that size, which is the shape that produces mixed fleets: a truck can do three or four round trips into town in a shift, or one long outbound to a distribution centre and back empty. Owners round here very often run both patterns with the same two or three trucks.

It also means neither site sustains a captive fleet. The trucks doing this work are owned by hauliers, owner-operators and the plants’ contractors rather than by the plants, which is why the person selling one is usually selling their own rather than clearing somebody’s yard.

We mention it because it changes nothing about the offer and quite a lot about the conversation. One truck, three trucks or thirty, the process is the same.

Both patterns sit under the same axle rules

Whichever of those two jobs a truck has been doing, the limits are the state’s. Va. Code § 46.2-1122 and § 46.2-1127 put a single axle at 20,000 lb, a tandem at 34,000 lb and gross at 80,000 lb, and this state’s interstate limits are identical to its highway limits.

Section 46.2-1126 then sets gross by the distance between the first and last axle rather than by one headline number, rounding any fraction of a foot up. A palletised load and a bulk load reach those limits from opposite directions — the van runs out of floor before it runs out of weight, and the tipper runs out of axle before it runs out of body.

The commodity permit at § 46.2-1143 reaches 110,000 lb on six axles for gravel, sand, asphalt and crushed stone within fifty miles, never on an interstate. It is gated to counties levying a coal or gas severance tax, § 58.1-3712 makes that permissive, and there is no statutory list. Whether King William County levies one was not established — and it would not reach palletised goods in any case, because the permit names the commodity.

Beyond weight, the base is smaller than the percentage suggests

Beyond the load rules we need a title, unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route. Neither stops a sale.

The particular here is the base the branding test measures against. Under Va. Code § 46.2-1600 a late model vehicle is salvage where estimated repair would exceed its actual cash value less its current salvage value. Every other state on file compares against the whole pre-damage figure, and subtracting the salvage value makes the test easier to trip rather than harder.

The rebuilt test then cuts the other way and in the seller’s favour: it excludes the cost of repairing the engine, transmission or drive axle assembly, which on a heavy truck are the three most expensive things on it. And late model reaches only the current model year and the five preceding, or a vehicle whose value before the damage met the statutory floor the section names.
