Four hundred and eighty-seven bridges inside ten miles, and four of them restricted
The quarry attached to this place lies 3.61 miles from the Census centroid the node list names, with 34 employees on the MSHA record. What is remarkable about it is not the pit, it is the road network wrapped round it.
Within ten miles the bridge file records 487 structures. That is the second densest circle measured anywhere in this state, and in a network that size you would expect a long list of restrictions. There are four. Four coded posted for load on item 41 and four coded below legal loads on item 70 — about 0.8% of the structures in the circle.
That is low and it is not a record, and we would rather say so than let it sound like one. Across the 784 nodes this work has researched in the eight states whose bridge files it holds, four carry clean zeros, and the lowest non-zero rates run from 0.46% at a quarry in Knox County, Tennessee upwards, with thirty-seven nodes under 1.5%.
What the pattern does show is that the least restricted networks measured anywhere sit inside large metropolitan areas, in five different states. Metropolitan roads carry metropolitan maintenance, and that is as true either side of a state line as within one.
But the four that are restricted are hard ones
Those low counts hide something a percentage cannot show, which is that the caps do not follow the counts. The nearest restricted crossing is 5.78 miles out. The raw minimum operating rating among the posted set is 9.1 tonnes — a crossing no commercial vehicle uses at all, loaded or empty, so it tells you nothing about a truck.
The figure that governs a loaded truck is the lowest crossing at or above the weight of an empty tandem dump, and here that is 16.2 tonnes, about 17.9 US tons. Over the 11.0-tonne tare of an empty tandem that admits roughly 5.2 tonnes of stone, against the twenty-five a legal 80,000 lb truck carries.
So a fifth of a load is what fits. Which means the honest reading is not “take a lighter load” — at a fifth it is not worth loading — it is that on the rare day one of those four is on the route, the answer is a different road.
The stone here is diabase, the Triassic intrusion of the Culpeper basin, recorded on VDOT’s Materials Approved List under quarry code 05_9004_Q with coarse and fine aggregate both approved in 2019. The join was made on operator and town agreeing with the register, because the list carries no coordinates and a town-only match would assert an approval for the wrong company.

Those caps sit under a statute that measures the truck, not the load
Whichever road it takes, the limits over it are the state’s. Va. Code § 46.2-1122 and § 46.2-1127 put a single axle at 20,000 lb, a tandem at 34,000 lb and gross at 80,000 lb, with interstate limits identical to the highway ones. Section 46.2-1126 sets gross by the distance between first and last axle, rounding any fraction of a foot up.
Diabase is dense, so the axles are finished while the body still looks like it has room. The spacing table is least generous exactly where a dense load concentrates its weight, over a short wheelbase.
The commodity permit at § 46.2-1143 would reach 110,000 lb on six axles for crushed stone within fifty miles and never on an interstate, but it exists only in counties levying a coal or gas severance tax. Section 58.1-3712 makes that permissive, there is no statutory list, and those taxes sit in the southwest coalfield in practice. Whether this county levies one was not established.

Beyond weight, the drivetrain comes out of the calculation
Beyond the load rules we need a title, unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route. Neither stops a sale.
The particular worth knowing is what the rebuilt test leaves out. Under Va. Code § 46.2-1600 a late model vehicle repaired above seventy-five per cent of actual cash value is rebuilt — excluding the cost to repair damage to the engine, transmission or drive axle assembly. On a heavy truck those are the three most expensive things on it.
A wrecked driveline and a sound cab can therefore run a bill far above that threshold and still not meet the test. It cuts in the seller’s favour on exactly the damage a work truck actually suffers.
The salvage test alongside it runs the other way: the base is actual cash value less current salvage value, which is smaller than the pre-damage figure every other state on file uses, and a smaller base is easier to trip.
