Shenandoah County

A perlite plant whose paperwork names a different company and a different plant

The node attached to this place is the Shenandoah Valley Plant, a mineral works handling perlite, its coordinate 2.63 miles from the centroid. That much is straightforward. The company behind it is not.

The layer this row comes from gives the operator as Global Stone Chemstone Inc. Virginia’s own permit file carries something else: O-N Minerals (Chemstone) Company, at an address on Oranda Road in Strasburg, under the mine name Winchester Plant and permit 13868AD. Different company name, different plant name, different town.

Neither record is obviously the wrong one, and we are not going to pick between them to make the page read more smoothly. Two files disagree about who runs this site, and until something settles it that is the honest state of the record.

What is not there

And the perlite plant itself returns no permit record at all

That disagreement has a second half. Searched on its own terms, the perlite plant returns no permit record — not a refusal, not an expired one, simply nothing found in the file that was read.

That is an absence in a source, and an absence is not the same fact as a zero. It does not mean the plant is unpermitted; it means the permit file read for this work did not produce an entry for it, which is a statement about the file as much as about the plant.

The distances on this row carry a similar softness. The note this page draws on places Brucetown at 6.5 miles from Winchester and Clary at 11.6 miles from Front Royal, and gives Columbia Furnace a figure of 23.1 without naming which of those two towns it is measured from. So we will not name one either. What it does say is that all three sit within a few miles of the interstate that runs the length of the valley, and a recorded service radius of 150 miles puts a lot of road inside reach of this one.

Virginia paperwork

Three salvage tests in one chapter, and a rebuilt test that runs inside out

Those are gaps in a mineral record rather than in your paperwork, and the paperwork is where this state is genuinely unusual. Va. Code § 46.2-1600 sets three salvage thresholds where most states set one. A late model vehicle is salvage where estimated repair would exceed its actual cash value less its current salvage value. A recovered stolen vehicle acquired by an insurer is salvage above seventy-five per cent of actual cash value. A vehicle is nonrepairable above ninety per cent of its value before the damage.

Subtracting the salvage value makes the base smaller, so that first test is easier to trip rather than harder — the opposite of what comparing the bare percentages suggests. The rebuilt test then runs inside out: it measures the repair cost excluding damage to the engine, transmission or drive axle assembly, the exact inverse of Oklahoma, which counts only the suspension, motor, transmission, frame and structural components.

Late model is the current model year and the five preceding, or any vehicle whose value before the damage met the floor the section names, so an older truck outside that limb sits outside the salvage regime altogether. The repair figure also excludes towing, storage, a temporary replacement and diminished-value compensation — storage and diminished value being two items no other state on file names.

Weight is set at § 46.2-1122 and § 46.2-1127 — 20,000 lb on a single axle, 34,000 lb on a tandem and 80,000 lb gross — and the interstate limits are the same as the highway limits, so there is no inversion here to catch a driver out at the ramp.

What we buy here

The offer does not sort by truck type

Those rules apply to whatever you drive, and the offer does not sort by type either. Tandems and tri-axles off the mineral and farm work that Shenandoah County runs on, including whatever turns 2.63 miles from here at the Shenandoah Valley Plant. Day cabs and road tractors on the valley runs. Flatbeds, box trucks, straight trucks and rollbacks out of the trades, plus service bodies and the crew pickups that go with them.

Whatever you drive, the offer doesn’t change. We buy all of them.

Up here the usual answer is that we buy it remotely and arrange the tow, with nobody visiting at all. We can also come to you and drive it away, or come and tow it, and you are welcome to bring it to us instead.

We buy complete trucks. If the engine, transmission, doors, rear ends, drive shafts, wheels or anything under the hood have been removed, we can’t buy it. Small things — a missing bumper — are fine.

Straight answers

The questions we get asked in Columbia Furnace

  • Does it have to run?No. It does have to be complete — if the engine, transmission, doors, rear ends, drive shafts, wheels or anything under the hood have been removed, we can’t buy it. Rust is not a disqualifier.
  • Do you come this far up the valley? We do, and often we do not need to. Buying it remotely and arranging the tow is a normal answer in Shenandoah County, so nothing waits on somebody making the drive. Distance has never stopped a sale.
  • It hauled for the plant. Does that history matter? Not to the offer. It matters to what we ask you, because the record here is thin — two files disagree on who operates the Shenandoah Valley Plant and the perlite side returns no permit entry at all, so we would rather ask what the truck actually did than infer it.
  • How am I paid?Cash or electronic payment. That is the whole list.
  • What about the title? We need one unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route.

Why people call

None of those questions is why the phone rings. Retiring. A medical that went the wrong way. A hauling contract that finished. A tandem standing through a Shenandoah County winter 2.63 miles from the Shenandoah Valley Plant, insurance going out on something that is not turning a wheel.

Most of those aren’t happy reasons, and we don’t treat them like they are. Somebody wants a straight answer and the truck gone. That’s what we’re here for.

Virginia title rules read from the Code of Virginia in August 2026 — verify with Virginia DMV before acting on them. Salvage, nonrepairable and rebuilt definitions at Va. Code § 46.2-1600; weight limits at § 46.2-1122 and § 46.2-1127. Two sources disagree on the operator of this site and both are stated rather than reconciled; the perlite plant returns no entry in the permit file that was read, which is an absence in that file and not a finding that none exists. The 23.1-mile figure in the source does not name the town it is measured from, so no origin is stated here. The 150-mile service radius is a recorded constant, not a measurement of this site. Whether Virginia has any seasonal or frost provision was not determined for this node’s research batch and none is stated here. Information, not legal advice.
