A quarry whose own record names a different town

Two rows carry this town’s name. One is an army reserve centre in the New River Valley, and what it does day to day was never established, so we will leave it as a building rather than dress it up as a freight node.

The other is a crushed-stone operation running eleven people, 2.03 miles from the middle of Dublin. Its interesting feature is a disagreement inside its own record: the national list files it to Dublin, and the mine safety record gives its nearest town as Newbern.

That is not a rare shape. Across the wider data set the city field and the nearest-town field disagree in about a quarter of rows, and no automated check can see it — the cross-check that exists compares counties, so when the county is right and the town is wrong it stays silent. We looked for the quarry in the state materials register and could not locate an entry, which is not a statement that it has none.

Read the road figure as a ceiling, not a floor

That quarry sits inside a network of 120 structures within ten miles. Eleven are coded posted for load and five are coded below legal loads — the second is the field to read in Virginia, since the two codes agree on only about two thirds of the state’s posted structures.

The nearest of the five is 4.71 miles from the gate, and the tightest crossing a commercial vehicle can use is about fourteen US tons of rating vehicle. An empty tandem dump takes up most of that on its own, leaving something like 1.7 tonnes for the stone against the twenty-five a legal 80,000 lb load carries.

Now the caveat that belongs beside every figure like it, and that we have not spelled out often enough. That number is a minimum inside a ten-mile circle. At roughly two thirds of the sites measured across this work, a tighter crossing turns up between ten miles and twenty. So it is an upper bound on what the roads will take rather than a guaranteed floor, and a truck that ran beyond the circle has met worse than the figure says.

The limits, and the permit that is written for somewhere else

Those loads sit under the ordinary state numbers. Va. Code § 46.2-1122 puts a single axle at 20,000 lb and gross at 80,000 lb, § 46.2-1127 puts a tandem at 34,000 lb, and the interstate limits are identical to the highway ones. Section 46.2-1126 then sets gross by the distance between the first and last axle, rounding any fraction of a foot up.

There are two commodity extensions in the code and neither is likely to be yours. The five per cent permit at § 46.2-1129, capped at 84,000 lb, is written for Virginia-grown farm and forest products moved to first processing — crushed stone is not one of those. And § 46.2-1143, which reaches 110,000 lb on six axles, exists only in counties levying a severance tax, with no statutory list of which counties those are.

Virginia’s severance taxes sit further west than this, in the coalfield proper, and whether Pulaski County levies one was not established. We are not going to guess in either direction: one call to the commissioner of the revenue settles it, and it is the difference between an 80,000 lb truck and a 110,000 lb one.

In Virginia you can brand your own truck

Beyond those limits the rule is one sentence: we need a title, unless the truck is old enough that it never had one. A lost title has a counter replacement; where none exists there is a bonded route. Neither one stops a sale.

The Virginia provision that deserves care is one you can walk into on purpose. Under § 46.2-1600 a vehicle is salvage where its owner — not only an insurer — determines it to be so and applies for a salvage certificate. The same section lets an owner have a vehicle declared nonrepairable.

Only one other state on file gives an owner a voluntary salvage brand, and none gives them the nonrepairable one. So in Virginia you can put your own truck beyond repair on paper. Sometimes that is the right move. It is a decision rather than a formality, and it is not one to make in a phone call with somebody who is trying to buy the truck — including us.
