One limestone deposit, two products, three company names

At Riverton, 2.5 miles from the middle of town, a cement works and a lime plant share a single coordinate. Same rock, two products, one hole in the ground.

Who owns it depends entirely on which record you open. The national freight layer carries a parenthetical naming Essroc Cement, which is out of date — Essroc became Heidelberg Materials. Virginia’s own mining permit file still lists Riverton Corporation under permit 05667AA, with a location description that reads like a set of directions: the mine is 0.77 miles north of Riverton on Public Road No. 522, in Warren County. Three sources, three answers, and only the last one is the state’s.

Two crushed-stone operations work the same limestone. One runs five people and is on VDOT’s Materials Approved List as a Heidelberg Materials source, quarry code 05_8017_Q, coarse aggregate approved in 2025 and fine in 2024. The other runs six under the Mellott Company, which also holds a portable crusher registered at a quarry down in Sussex County. We could not locate a register entry for the second one, and that is not the same as saying it has none — the list matches by name, carries no coordinates, and has caught people out before.

A mile and a quarter from the gate, the road stops taking a full load

Those two pits sit on the same road network and the figures come out almost identical. Within ten miles of one, the national bridge file records 116 structures; within ten miles of the other, 119. Four are coded below legal loads either way.

The nearest of them is 1.25 miles from the first gate and 1.58 from the second, and its lowest commercial rating is about nineteen US tons of rating vehicle. An empty tandem dump takes up most of that. What the crossing will accept on top of the truck is roughly six tons of stone, against the twenty-five or so a legal 80,000 lb load is built to carry.

That is a better position than a lot of Virginia and a worse one than it looks. Six tons is a quarter of a load, and a restriction a mile from the gate is not something you route around once — it is a decision made every trip, for years, and it turns up in a driveline long before it turns up on an odometer.

Virginia weight law

There is a commodity permit, and limestone is not on it

Both pits run under the ordinary state numbers. Va. Code § 46.2-1122 puts a single axle at 20,000 lb and gross at 80,000 lb, § 46.2-1127 puts a tandem at 34,000 lb, and the interstate limits are identical to the highway ones.

Virginia does grant one commodity extension, and it is the narrowest we have on file. Under § 46.2-1129 an owner hauling Virginia-grown farm or forest products, from where they were produced, cut, harvested or felled to where they are first processed, can get a permit lifting the single axle, the tandem and gross by five per cent, capped at 84,000 lb gross.

Five per cent is small — Ohio gives seven and a half, and several states give ten or more — and unlike those it is a permit rather than an automatic tolerance. That matters twice. Once because limestone is a mineral and not a farm or forest product, so none of it reaches a stone truck here. And once because a truck that genuinely did run under one has a document behind it, which is a piece of history you can hand over with the keys.

Virginia paperwork

We need a title — unless it never had one

That permit is the friendly sort of paperwork. Titles are the other sort, and the rule is one sentence with two fixes behind it. A lost title has a counter replacement. Where none exists there is a bonded route. Neither one stops a sale.

One thing to know before you compare Virginia with anywhere else: under § 46.2-1600 a rebuilt vehicle is a salvage vehicle repaired for the public highways, or a late model vehicle repaired where the estimated repair cost exceeded seventy-five per cent of actual cash value — leaving out the cost of repairing the engine, the transmission and the drive axle assembly.

On a mixer or a tri-axle those three are most of what an expensive repair ever is. The test is measured over everything else. It is the rare branding rule that runs in the seller’s direction on the damage this kind of equipment actually takes.
