This is the wet end of a titanium operation, and the dry end is ten miles up the road

The node attached to this place is the Concord Mine and Concentrator, worked for titanium ore by Atlantic Strategic Minerals with 25 people on the federal register. Its coordinate lies 8.16 miles from the Jarratt centroid, which is a long way for a row attached by nearest centroid, and worth flagging rather than smoothing.

Heavy mineral sands are not quarried the way stone is. The ore is unconsolidated sand, and it is concentrated in two stages: a wet concentrator near the pit, then a dry mill doing electrostatic and magnetic separation somewhere else. The node rows map onto exactly that split — the mine and wet concentrator here, the separation plant 10.5 miles away.

So the truck movement this place generates is not finished product going to market. It is ore and concentrate moving a short, repetitive distance between two stages of one process, which is a particular kind of work and a particular kind of wear.

Neither is obviously wrong. An operation spread over two sites and ten miles can straddle a county line, and the permit and the node list are recording different things: one a licensed mine, the other a working site with a coordinate. We state both rather than picking the one that makes a tidier sentence.

The company names differ too, and that one has a date on it. Iluka Resources took titanium and zircon out of the Old Hickory deposit between 1997 and 2016 and suspended operations in 2017 while keeping the leases; as of 2024 Atlantic Strategic Minerals have restarted mining. The permit file still carries the earlier name.

Virginia paperwork

Three salvage tests in one chapter, and a rebuilt test that runs inside out

None of that touches your paperwork, which is fixed by the code rather than by a permit file, and Virginia writes it unusually. Va. Code § 46.2-1600 sets three salvage thresholds where most states set one. A late model vehicle is salvage where estimated repair would exceed its actual cash value less its current salvage value. A recovered stolen vehicle acquired by an insurer is salvage above seventy-five per cent of actual cash value. A vehicle is nonrepairable above ninety per cent of its value before the damage.

Subtracting the salvage value makes the base smaller, so that first test is easier to trip rather than harder — the opposite of what comparing the bare percentages suggests. The rebuilt test then runs inside out: it measures the repair cost excluding damage to the engine, transmission or drive axle assembly, the exact inverse of Oklahoma, which counts only the suspension, motor, transmission, frame and structural components.

Late model is the current model year and the five preceding, or any vehicle whose value before the damage met the floor the section names, so an older truck outside that limb sits outside the salvage regime altogether. The repair figure also excludes towing, storage, a temporary replacement and diminished-value compensation — storage and diminished value being two items no other state on file names.

Weight is set at § 46.2-1122 and § 46.2-1127 — 20,000 lb on a single axle, 34,000 lb on a tandem and 80,000 lb gross — and the interstate limits are the same as the highway limits, so there is no inversion here to catch a driver out at the ramp.
