Rhode Island's trucks work a port, a pile of quarries and forty miles of I-95, and seven in ten of them hold interstate authority because the state line is never far. In the census FMCSA published in October 2026, close to 3,500 carriers give a Rhode Island address, and close to six in ten are private fleets. Close to five hundred carry machinery and large objects, more than three hundred carry motor vehicles, close to three hundred carry logs, poles and lumber, close to three hundred carry household goods, and more than eighteen hundred carry general freight. Cattle lead all five counties in USDA's 2022 census. So the Rhode Island truck is a day cab semi truck draying out of ProvPort, the car hauler loading at the Quonset auto ramp at Davisville, a moving van out of Warwick, the roll-off on a Cranston route, the tanker that filled at the Providence or East Providence terminals, a tri-axle dump truck loading at the Cranston quarry or Tiverton Materials, and the box truck a Pawtucket business keeps for its own deliveries. The federal numbers on I-95, and a smoke test on everything
On I-95, I-195 and I-295 the federal 80,000 pounds gross and the bridge formula are the ceiling without a permit, and the state's own axle figures and posted bridges sit under its own statute. What reaches a diesel truck here that does not in most states is the emissions rule: under 280-RICR-30-15-2 a heavy-duty diesel vehicle, meaning a gross vehicle weight rating above 8,500 pounds, is inspected at least annually and at the roadside, on a snap-acceleration opacity test. For trucks of model year 1991 and newer over 10,000 pounds rating, peak smoke opacity may not exceed 40 percent; for 1990 and older the figure is 55 percent.
A truck that passed that test every year, a tandem dump truck that stayed under the bridge formula, a heavy-haul tractor on permits and a dually that never saw a roadside check are four trucks and one process with us.
